The Public Administrator manages estates and makes final arrangements for Fresno County residents who die without a will or any known relatives able or willing to act on the decedent's behalf to manage and resolve the estate. Working through appropriate methods of probate, the Public Administrator manages the estate until proper distribution is completed.
The Public Administrator is legally mandated to serve in a fiduciary capacity to provide professional estate management services to county residents. The powers of the Public Administrator are mandated by the Probate Code of the State of California. (Cal Prob Code § 7600 et. seq.).
The Public Administrator may be appointed under the following circumstances (Cal Prob Code § 7620):
- When no executor or administrator has been appointed and the property is at risk of waste, loss or misappropriation.
- When appointed by the Court.
- When an heir nominates the Public Administrator or the Will names the Public Administrator as Executor.
- When there are no known heirs of the estate.
- For an heir who resides outside of the State of California and requests the Public Administrator.
- When the named Executor fails to act on a Formal Probate and no other person has a preferred right.
- In situations where the person with priority to act is not a resident of the United States.

The Sheriff of Fresno County also has the responsibilities of being the Coroner. The Coroner's Office investigates deaths falling under the guidelines of the California Government Code §27491.
It is the mission of the Fresno County Sheriff-Coroner's Office to provide excellence in public service through our uncompromising belief in dignity in death. We strive to serve and protect the interests of the community by determining the cause, circumstances and manner of sudden or unexplained deaths that occur within our jurisdiction. We identify the deceased and notify their next-of-kin, while ensuring that the deceased and their property are treated with the utmost respect and dignity. We accomplish our mission through the use of pathologists, consultants, and other methods of investigation.
Copies of Coroner's Reports
*** Please allow a minimum of 8 weeks for completion. For a timeline of completion, please reach out to your assigned deputy coroner.
A complete Coroner Report includes the scene investigation prepared by the deputy coroner, the autopsy report prepared by the pathologist (if an autopsy is performed), and the toxicology report. Coroner's Reports are provided when the investigation is completed. *Photos are not included with the report.
Reports have a $84.55 fee and are payable online.
You may make a request for a copy of a Coroner's Report by accessing the online PRA Portal, which has a link in the "Coroner Forms" section of this page.
When making a request, please include: (1) the decedent's name and date of death; (2) your name and relationship to the decedent; (3) the address, email or fax number that you would like the report sent to.
