Fresno County Sheriff Margaret Mims addresses the effectiveness of her idea to allow U.S. Immigration and Customs Enforcement Agents access to the Fresno County Jail.  This partnership, known as the Priority Enforcement Program (PEP), began on June 22, 2015 and has proved to be successful.
