Shortly before 4:00 am Tuesday, CHP responded to Belmont Ave. (between Hayes and Cornelia) for a car that was stopped in a traffic lane with its lights off, presenting an extreme danger.

Officers discovered a 22 year old man, Moises Vaca of Stockton, in the car having sex with a teenage girl. Officers removed both from the vehicle and observed the girl to be under the influence of some sort of substance and she was in need of medical aid. An ambulance was requested and she was transported to the hospital for treatment. Officers detained Vaca and discovered his 18 month old son was asleep in the back seat of the car. CHP requested detectives with the Fresno County Sheriff’s Sex Crimes Unit respond to the scene to begin an investigation.

Detectives learned the girl is a 14 year old who is currently a resident of a group home located in Fresno. It is unknown exactly what type of relationship exists between Vaca and the teenager. Based upon evidence collected, detectives are investigating to see if there is a tie to human trafficking.

Vaca has been booked into the Fresno County Jail. He faces several felony charges, which include rape of a drugged victim, sex with a minor, arranging to meet with a minor for the purpose of sex and child endangerment. His bail is $190,000. Detectives are working to submit this case to the District Attorney’s Office for review.

The teenage victim is in good condition. Vaca’s son is now in the care of Child Protective Services.
