Fresno County Sheriff's detectives concluded an almost two-week child pornography investigation with the arrest of a 59-year-old homeless man at the downtown Fresno County Public Library. Arrested was Victor Smith of Fresno.

The investigation was initiated by detectives with the Sheriff's Office Child Sexual Predator Program while monitoring the illegal use of publicly accessible file sharing programs.

During the investigation, detectives discovered an IP address that was downloading child pornography. The address came back to the main library located at 2420 Mariposa.

The investigation revealed Smith was using his personal laptop computer to access the library's free WiFi service and download child pornography files. He had been regularly using the library's WiFi to download the files since late April.

Yesterday at about 11 a.m., detectives were able to confirm that Smith was at the library actively downloading child pornography. Assisted by investigators from the Internet Crimes Against Children Task Force and Immigration Customs Enforcement, detectives responded to the library and contacted Smith.

Armed with a search warrant, detectives seized Smith's laptop computer and discovered he had been actively downloading the files when he was contacted. He was seated at a table less than 25 feet from the Children's Center inside the library. Smith was arrested without incident.

Detectives later served a second search warrant at Smith's "residence" at the homeless encampment on Santa Clara Avenue in downtown Fresno. More evidence was seized during the service of the search warrant.

Smith was later booked into the Fresno County Jail on charges of possession of child pornography.
