All detention facilities are no-hostage facilities. Employees will not bargain for the release of hostages.

The Fresno County Sheriff's Jail Operations Bureau Security Emergency Response and Tactics (SERT) team's primary function is to assist in maintaining facility security, and providing for staff, inmate, and public safety, in the event of any emergency, unusual event, or natural disaster which affects the Jail Operations Bureau. The creation of the SERT Team was in response to the ever increasing demands in regard to inmate behavior.

In addition to increasing custody challenges, the Sheriff's Office is faced with a more difficult and sophisticated classification of inmate. Maintaining the safety and security of our correctional facilities is of the highest priority. This being the focus of our response to these imminent and potentially life threatening situations, a reactive element was necessary. Along with on-going tactical training, specialized weapons and providing the team with necessary tools they are able to suppress any and all facility threats. This team is comprised of highly disciplined and trained Correctional Officers on 24-hour standby that can be activated and applied at any time to answer the needs of the Fresno County Sheriff's Jail Operations Bureau.
