Patrol Bureau in Focus

The Fresno county Sheriff's Department provides Patrol services for over its 6,000 square miles. In 1983, patrol services were decentralized and divided into four Patrol areas. Each area is commanded by a lieutenant who supervises field services from a substation located in each of the areas.

Area 1 is over 2400 square miles covering western Fresno County and is one of two patrol areas in the Southwest Field Services Bureau.  The Area 1 station is located in the City of San Joaquin.  The Area 1 personnel compliment consists of 1 lieutenant, 8 sergeants, 1 office assistant, 4 community service officers, and 34 deputy sheriffs.  The men and women assigned to this station provide 24-hour patrol and detective services, crime prevention, youth services with deputy sheriffs assigned to local schools, Operation Safe Streets, as well as a host of community liaison functions.  Lieutenant Neil Dadian is the Area 1 Commander.

Area 1 has within its boundaries six incorporated cities Coalinga, Huron, San Joaquin, Kerman, Mendota, and Firebaugh.  The Fresno County Sheriff is also the contract law enforcement for the cities of San Joaquin and Mendota.

In addition to the incorporated cities, Area 1 has a number of unincorporated population centers.  Communities such as Tranquillity, Biola, Bryant, Oxalis, Los Deltas, Five Points, Alkali Flats, Three Rocks, Cantua Creek, and Dos Palos make for a rich blend of diverse population to an agricultural based economy.

Area 1 personnel have created partnerships with local businesses, service organizations, the faith community, schools, and individual citizens to problem solve and improve the quality of life in the various communities.  These efforts have resulted in the T.A.G Program (Teaming Against Graffiti) wherein the business community, citizen groups, County Probation and the Sheriff’s Department have formed a partnership to eliminate graffiti; and a new community maintained park in Three Rocks.

The men and women assigned to Area 1 continue to deepen our roots in the communities we serve and strive to make a difference in quality of life issues, crime prevention, and crime fighting efforts.

Area II is comprised of the unincorporated portions of metropolitan Fresno County. Area II serves several communities within the geographical boundaries of American Ave. to the Fresno/Madera County line and Chateau Fresno to McCall Ave. This area is dedicated to Field Training and is the home of the Sheriff’s Department Field Training Unit.

There are 24 Field Training Officers assigned to this area and all entry level field deputies are assigned here during their training phase. There are five deputies that are assigned to the County schools within the area and teach drug and gang awareness at the elementary and middle school level. Five detectives are assigned to area II and handle armed robbery and property crime cases.

The Sheriff’s Department uses Community Oriented Policing and Problem Solving as the way of delivering services to the public. This area is committed to community oriented governing and monthly meetings are held with various community members to discuss and solve various crime problems and quality of life issues. Community Service Officers assist the public and are a vital part of the service being delivered to the public.

Area Three, "Nora Sector", of the Southwest Field Services Bureau, is currently under the Command of Lieutenant Mark Padilla. Area Three Headquarters is located at 1055 S. Goldenstate Avenue, in Selma California, Ph# (559) 896-2003. Area Three provides law enforcement services for approximately 150,000 residents in the southern Fresno County area. There are several established communities within the confines of Area Three. These communities are the incorporated cities of, Orange Cove, Reedley, Sanger, Parlier, Selma, Fowler and Kingsburg. There are also the unincorporated communities of, Centerville, Minkler, Navelencia, Wahtoke, Del Rey, Raisin City, Easton, Caruthers, Laton, Riverdale and Lanare. Within these communities, there are approximately 28 schools with a population of 10,000 or more students

We in Area Three strive to provide our constituents with the best in professional law enforcement and public safety services. We are truly dedicated to providing a wholesome environment for our children to prosper and develop pride in their communities. A primary focus in Area Three is to establish community partnerships, with a very strong emphasis on school related programs. Clearly, strong community partnerships are essential for the development of collaborative community relationships. These relationships will be the cornerstone of our Community Oriented Policing and Problem Solving concepts.

Our area direction can only be attained by incorporating the Fresno County Sheriff's Departments, Mission, Vision and Value statement into our daily COPPS mantra. Our Mission is Excellence in the delivery of Public Safety Services, our Vision is the Commitment to Ongoing Partnerships with our Community and our Values are to provide our services through, Professionalism, Accountability, Integrity, Trust and Commitment.

Area 4

Area IV comprises the eastern mountain region of Fresno County and covers approximately 2,734 square miles. Within the Area are several small-populated rural communities, numerous lakes, rivers and recreation areas.  Area IV is both a summer and winter recreational area for local residents and tourists from across the United States and beyond.


The delivery of public safety services to this Area are provided by several specialty units including Search & Rescue Unit, Boating Unit, Dive Team, Off-Road Unit (snowmobiles/ATV’s/dirt bikes) and the Canine Unit. The area has two substations to serve the residents and hundreds of thousands of visitors each year.  Area IV’s northeastern substation is located in Auberry on
Auberry Road, and Area IV’s southeastern substation is located in Squaw Valley on Hwy 180.  Twenty-seven Deputy Sheriffs, two Detectives, two Office Assistants, one Community Service Officer, four Sergeants and one Lieutenant service the area.


Community Oriented Policing and Problem Solving (COPPS) is the Fresno County Sheriff’s Department’s policing philosophy.  It is a management style and organizational strategy that promotes pro-active problem solving and deputy-community partnerships to address the cause of crime and fear as well as other community issues.   

 

It is the responsibility of all the department members to further the Department’s Mission, Vision and Values, while providing quality law enforcement services to the mountain community.   Department members are committed to developing partnerships with the community based on communication, cooperation and trust.  Department members are expected to liaison with other law enforcement agencies and other emergency service agencies in order to provide excellent law enforcement services, reduce crime and increase the quality of life for the people we serve.
