Backgrounds/Recruiting Unit

The Fresno County Sheriff's Department Backgrounds/Recruiting Unit is currently composed of one full-time deputy sheriff, several extra-help employees and one lieutenant.  The process of completing a background package on all employees is both extensive and time consuming.  It involves a polygraph, medical, and psychological exams.  In addition, criminal history, driving history and credit checks are also completed.  We strive for the best possible candidates to work alongside us.  We are looking for team players who will uphold the department’s mission, vision and values.  We want the department to represent the community we work for. 

The background process can take anywhere from 4 weeks to about 4 months depending upon response times from other governmental agencies (military reports on individuals, DOJ fingerprint checks, etc.).  After a thorough background report, the entire package is sent through the chain of command to the Sheriff, who ultimately decides if he wants to hire the applicant.

Business Office

The Business office is responsible for the coordination of all activities related to the business and fiscal functions of the Sheriff’s Department.  Major areas of responsibility include budget preparation and control; accounting; billing and collection of fees; fiscal control of contracts; facilities management; preparation of financial statements and statistical reports; monitoring payroll and personnel transactions; and completing special projects.

The travel section processes travel requests for training, seminars and conferences.  Various documents are prepared to assure payment of travel advances and reimbursements.  Receipts are collected for hotels, meals and car rentals.  Checks are issued and money is collected in accordance with County travel policies.

The accounts receivable section performs the Sheriff’s Department’s billing and collection for contracted Law Enforcement services.  Includes contact with departmental staff, state and federal agencies, all other local area law enforcement agencies, Fresno County School districts and other county departments.

The Inmate Welfare section processes all incoming and outgoing inmate cash and unclaimed money funds, and processes purchase orders, supply orders and contracts for inmate supplies and services.  They are held accountable for the Prisoner Trust Fund, Prisoner Unclaimed Fund and the Inmate Welfare Fund.

The Sheriff’s Business Office also has the daily accountability for the balancing and depositing of all inmate mail money that is processed by the Jail Mail Staff Office located at the Main Detention Facility and processing all In Custody and Out of custody inmate money requests. 

Receiving and Supply section is manned by our diligent stock clerk.  He is responsible for ordering and distributing most of the supplies that are used by our Law Enforcement and Civilian employees.

Information Technology

Timely, accessible data is critical to effective law-enforcement.  The Information Systems used by the Sheriff’s Department are interdependent and relied upon by all law enforcement staff.

Computer Aided Dispatch is a system that allows 911 call-takers to route patrol cars to citizens in need.  Automated Field Reporting software allows officers to enter incident information into a database.  This incident data is later transferred into the Records Management and Corrections Management Systems, whose function it is to track criminal cases, warrants, and inmates once in custody.  Back in the Dispatch Center, information captured by a deputy days, weeks, even years earlier can be relayed to another deputy today to prevent or solve a crime.  Geographical Information Systems makes further use of the data to create visual representations used for Crime Mapping, reporting, and analysis.

Personnel

The Personnel Unit has several responsibilities.  These include processing new applicants for all jobs within the Fresno County Sheriff’s Department and coordinating transfers, terminations, and retirements.  This unit is also is the place where permanent personnel records as well as employee medical files are kept. 

All risk management functions also are coordinated through the personnel unit.  This includes claims for damages, lawsuits, workers compensation claims, as well as other legal issues. 

In 2002 the Personnel Unit processed over 450 applications and 194 actual new hires.  The job of this unit does not stop at hiring, it is also responsible for coordinating the promotional process as well as the separation of employees.  In 2002 there were 18 deputy and correctional promotions and 72 separations.  Reasons for the separations include retirements, resignations, terminations, and unfortunately deaths of department members.

All of this is done using a staff of one Lieutenant, three office assistants, and one Personnel Technician.
