This report outlines the events that occurred on February 25th, 2010 in Minkler California. It reflects the efforts of independent outside reviewers from the Peace Officer’s Safety Institute, over a 20 month period, to bring to light all of the facts and learning points of the events.

The report is made public in order to let the citizen’s of Fresno County know what led up to the events of that morning, what occurred during the event, what was learned as a result of that day and what we are doing to improve the delivery of law enforcement services in a safer and more effective manner. As uncomfortable as it is, it is necessary to continuously examine our practices in order to constantly improve our service and to be completely transparent to the citizens we serve. This report, made available to the public, serves as an example of the commitment to constantly improve.
