Incoming mail
must include the
inmate's booking and Jail Identification (JID) numbers. These numbers MUST be included on
the front of all envelopes or your mail will be returned. Insure that
all letters sent are addressed to the inmate's name as it appears on
their wristband.

Mail will be picked up from
the Post Office, opened, searched and delivered as soon as possible.
However, mail is not available for pick up or processing on weekends or
holidays and there may be some delay in receiving mail due to the
necessary time to process it properly.

All personal letters will be
opened and inspected for contraband. If any item of contraband is
enclosed in the envelope, the entire envelope and its contents will be
returned to the sender. If the contraband is illegal or suspected
illegal in nature, it will be booked for destruction or as evidence for
use in criminal prosecution. Confidential mail will be opened and
inspected for contraband only in the inmate's presence. Confidential
mail shall not be read for content, but may be scanned to insure that it
does, in fact, constitute privileged mail.
- Any mail (including magazines, books and articles)
which have the following characteristics will be considered contraband
and the entire envelope and its contents will be returned to the
sender:
- Contains postage stamps, stickers, stationery or
envelopes.
- Contains tissue, blotter, or construction paper.
- Contains loose pages torn from novels, word-find
and puzzle books.
- Has had a foreign substance applied to the envelope
or letter (e.g., lipstick, perfume, cologne, powder, etc.).
- Obscene photos, publications, or writings, and mail
containing information concerning where, how, or from whom such matter
may be obtained, and nude photographs of friends, relatives or
acquaintances. Sex-based publications that depict frontal nudity or
penetration are prohibited (e.g., Playboy, Playgirl, Penthouse,
Hustler, etc.).
- Any matter of character tending to incite murder,
arson, riot, violent racism, or any other form of violence.
- Any matter concerning gambling or a lottery.
- Threatens blackmail and/or extortion.
- Concerns the sending or contraband in our out of
any facility.
- Depicts, encourages or describes methods of escape
from correctional facilities.
- Information which would present a clear and present
danger of violence and/or physical harm to persons in or outside of
the facility.
- Concerns plots or plans to disrupt the order of the
facility and/or to breach the security of the facility.
- Concerns plans for activities in violation of the
law, or of rules and regulations or procedures of the facility.
- Contains coded messages which are not
reasonably
understood by the reader.
- Depicts or describes procedures for the
construction or use of weapons, ammunition, bombs, or incendiary
devices.
- Depicts or describes procedures for the brewing or
alcoholic beverages, or the manufacture of drugs.
- The only acceptable
mail items are as follows:
- Magazines, newspapers and paperback books if mailed
directly from the publisher. No hardbound books will be accepted. Be
sure to provide the inmate's booking and JID numbers to the publisher. If a
publication contains an article considered to be objectionable and/or
a threat to facility security, the publication will not be delivered
and will either be returned to the publisher or placed into your
property.
- Postcards.
- Greeting cards. These cannot be excessively large,
thick, embossed (having a raised surface) or contain sound making
devices.
- Newspapers clippings and/or articles in reasonable
amounts.
- Photographs. Only small photographs which do not
have a backing capable of concealing contraband. Photographs cannot
exceed 4" x 6" in size. Polaroids will not be accepted unless the backing
has been removed.
- Only U.S. Postal money orders addressed to
an inmate will
be deposited into their account. The money orders should be made
payable in their name. A money receipt with the deposit amount and
their
new balance will be placed in the envelope and forwarded to them.
Personal checks, cashier's checks, cash, credit cards and money orders
that were not purchased at the Post Office are not accepted and will
be returned to the sender. Exceptions will only be made for official
bank checks mailed from foreign countries that have been converted and
are made payable in American currency.
